Armor reinforcement kits choices

So I always see power or crit kits slotted on other prot pallies but not HP? Just wondering others thoughts on HP kits as an option.

Power is better than HP on Prot (which also makes a better overall choice considering loadouts). HP can be better on Dev if you want to maximize AoC damage. I use HP because I used them while on Dev and later didn't want to mix, plus switching them now is too expensive.
