When did lightning/bile stop procing AoC?

At the start of mod 11 on Xbox, both enchantments were self procing it. But at some point, they stopped. When did that happen? Lol There have been no patch notes

Not sure, it was also changed on PC. It does still proc it, but it is very infrequent and unreliable now.
