Virtuous Healer Powers based on Weapon Damage - are these buffed by Power?

Some of the Virtuous Healing Powers are based on weapon damage, e.g.:

Urgent Prayers [T2]: When one of your Heal Over Time effects heals a target below 10/20/30/40/50% Hit Points, it will heal for an additional 25% of your Weapon Damage

Unbreakable Devotion [T4]: Your Heal Over Time effects grant allies a shield that ignores a flat amount of damage for 6 seconds. This amount is equal to 10/20/30/40/50% of your Weapon Damage. A target may only benefit from this shield once every 20 seconds.

Cleansing Fire [T5]: Your damaging encounter powers have a 10/20/30/40/50% chance to apply a Heal Over Time effect to all allies within 30' of the target. This effect heals for 350% of your Weapon Damage over 15 seconds. This effect does not stack.

Shield of the Divine [Capstone]: When you, or an ally within 30' of you takes damage, they receive a Heal Over Time from you, healing for 500% of your Weapon Samage over 10 seconds. An ally cannot trigger this effect while already affected by Shield of the Divine. Additionally, Healing Word, Bastion of Health, and Divine Glow no longer directly heal allies and instead apply a Heal Over Time to affected allies for double that amount over 12 seconds.

With my Fey Weapon, my base damage is 1542-1885.
Is the percentage of Weapon Damage healing on the above powers based on the base damage by my weapon, or is if affected by power buffs?

    Not sure on this :-/

Yeah that's just your weapon damage. The flat tax is applied after DR at least, it seems, but it's not super duper for big hits. Empowered Astral Shield is much better for that purpose.

This is affected by things that increase the effectiveness of your heals (like power).

That base weapon damage, but scales with things like power and other sources of +heal.

    Some info about Urgent Prayers:
    - it’s affected by power, wisdom and other heals buffs
    - allies are healed for an extra 70% effectiveness (it follows the Righteousness mechanic)
    - when you have more than 50% HP it stops even if the heal over time is still active

    Thank you @dupeks!

I was hesitant to try virtuous based on the tooltip description, but now I can see how a virtuous + faithful healer can work well together, in partiular in trials like MSVA to get the Master of Svardborg achievement :)

Before loadouts, I was mostly a Virtuous splash Rightous (for Weps of Light) Heal / Buff AC. It's great in big trials, with lag, or when everyone gets stunned. It also leaves your encounter powers open for stuff, because usually the passives are strong enough that you don't even need to slot a healing power.

A question to add to this one, can these weapon damage based mechanics have critical hits applied to them, just like the normal healing encounters.

    Generally speaking, no.

Cleansing Fire and Shield of the Divine definitely don't crit.
