Asking for a friend DC who doesn't know English that well. I'd rather ask here than looking at mmominds builds. The last time I looked at some builds there for DC I had really good laughs.
He runs AC DC, close to BiS (missing Bloodstained Shirt, and we have access to only 2k Arpen and 3.2k Defense SH boons). We're trying to find out what would be the best route to take for making two DO loadouts (soon on PS4) - one for buff and second for DPS (I understand there's no point making AC DC for DPS) based on the gear he has available.
So I think the best would be to list all the things:
Armor - 4/4 Relic Restoration, Jarl's Gaze, Lifesilk Spinneret, Historian's Regalia.
Weapons - Relic set with Trans Dread and Fey set with Trans Frost.
Neck and Belt - Baphomet Talisman, Charisma belt and Demo belt.
Artifacts - Forgehammer of Gond (currently with Artificer's Persuasion, IIRC it's fixed in 11b, right?), Tome of Ascendence, Symbol of Air, Symbol of Fire and the rest DC Sigil, HR Sigil, Lantern, Eye of the Giant, Shard of Orcus and Tiamat Orb (but I'm not 100% sure on the last one).
Rings - 3x Dod, 1x Hellig, 1x Krig, currently Dod and Hellig on character, 2x Dod and Krig on Con Artist.
Enchants - Radiants in offense and Black Ice in defense on character, 5 Cruels and Azure on companion (at the moment from switching epic to legendary ring). Possibility to make few Brutals.
Here's what we've been thinking.
Buff DO loadout
Ability score WIS/CHA.
Gear basically doesn't change I suppose. Relic Resto (or Jarl's Gaze), Fey weapons with Frost, Gond/DC Sigil and artifacts with Power and Recovery or defensive stats (for more Power). +4 Charisma belt.
The feats for buff loadout can be same as AC DC? Righteous/Virtuous (1/5 Fire of the Gods and 4/5 Gift of Haste) or is there a better alternative?
Passives - obviously Terrifying Insight. What would be good second to run? Would Hastening Light (with off-hand power) be good on DO like on AC?
Rotation - as the only DC it doesn't change that much, does it? The main difference being BoB/BotS and only HG daily. From what I remember on my low lvl DO alt, getting Divine is different on AC and DO. But running with AC DC, what's worth using on DO? I'd assume it'd be good to include DO's Prophecy of Doom in rotation. What powers are better to use on DO than AC when running both in party?
DPS loadout
Ability score STR/WIS for more crit.
Gear - Historian's Regalia for crit could be better, then 3/4 Relic Resto or Jarl's Gaze outside everfrost areas. Obviously Relic weapons with Dread (and probably 3 Brutals on them to avoid switching enchants). Orcus set, artifacts with crit and arpen (to hit 60% RI) like Lantern and Eye. I'm not sure how high crit chance will be with STR, all boons and equipment and if it'd require changing some Cruels on companion for Brutals or not.
Eye of the Giant should be a viable main artifact or something else would be better?
Feats - basically full Righteous, right? And taking heroic feats with crit.
Passives - again TI, but as second, would Holy Fervor with off-hand power be the best?
Companions - Con Artist as summoned of course, then the usual DPS setup of three Archons and Siege Master?
Rotation - what's the most effective rotation for personal DPS solo/group?
Other things
Insignia bonuses - I think everything is obvious: Protector's Camaraderie, Cavalry's Warning, Shepherd's Devotion, Artificer's Persuasion, Gladiator's Guile.
Mount equip power - is 15% AP gain still useful on DO or maybe 2k Recovery could be better for lowering HG cooldown?
I'll be grateful for all your suggestions.

As for gear, since set bonuses don't matter much. Its really about balancing stats for your intended purposes. I.e. power buffer AC/DC needs tons of power and recovery, DO Right you balance the power and crit based on your crit sev like any other character in game.
See Jarek's build for AC Right
You can look at mine for DO Right
Faithful if you want to build a tank/healer
but in my loadouts, i aim DO to do the max damage (daily grind, skirmish etc.)
i have seen a few DO DPS, and they have end game equip etc.
CHA for PVE is better the STR, i think.
the compnion bonus is hard to get elsewhere, the AP and recovery is also good
Templar domain is realy good, proc nice and if u aim to 5K Arp you can do it with base 3.5K.
this is the most signifcant heroic feat stat we have. i whold recomend putting 2 points into it.
wepon of light, bear of sins, condeming gaze are all good DPS feats.
living fire is nice in PVP (proc alot ) but i am not sure how much u will proc it in PVE
I think you will still need to stack power to max your damage, with companion and weapon of light u will get addtional 30% of it.
Crit is important but even as "DPS" cleric i am not sure you need to aim above 40%
important part is the weapon enchant and companion bonuses.
you will need to check other classes like CW/HR to get good advice
I am nto sure about combat advantage, might be usefull but i am not sure.
Templar domain is also bad, if your going dps then you should be shooting for 100% uptime on your armor pen and not relying on RNG procs. Bountiful Fortune is far more useful since you cannot build divinity via stats.
only good if you have a bonding companion that stays close to you... or you to it
living fire is not good in PVE, with a good tank in party, you shouldn't be taking that much damage in PVE
This depends on your bonding lvl, how quickly your companion can proc fully stack bonding, your companions ability to stay alive, and your companions ability to stay withing 30' of you. At max you will get 10% of your power * bonding (max of 2.85) which is still less than 30% increase
Crit has to be balanced vs crit severity and power. If you got a Crit Severity north of 100% you are probably looking at stacking crit chance to 100% but you have to do the math to verify what numbers are right for you. Also since Fire of the Gods procs on Crit, you will probably want your crit chance a little higher. To get the right number you have to do the math
Combat advantage can be useful if you run with tanks that are good at marking targets (auto combat advantage) or good at positioning yourself to get combat advantage. If not then it won't be that useful. Also Combat Advantage is subject to harsh diminishing returns and must be balanced.
When I get around to bising my dps spec I will be sitting at 100% crit chance. Building for dps on any class is obvious: RI to 60%, crit to 100%, dump the rest into power.
2 points in Bountiul fortune is +6% divinity.
2 points in templar domain is around 1.5K stat if u aim to 6K ArP. thats like 2xR12 attack enchants.
it proc on every attack and up time is allmost 100%
both good in a way.
Wepon of light is one of the few powers we have that Stack and Stick to every one around, players companions or NPC.
not taking it for PVE build is waste, even if u r healer.
even as "DPS" you will play with party with players and compnions.
your comment on Weapons of Light still stands. It's only "good" if only good if you have a bonding companion that stays close to you. In the context of the thread is about being a DPS, if your trying to be a DPS you don't want to buff your party any more than you have to. Your damage will go down the more you buff others. I didn't say I don't use Weapons of Light. I said its only useful in the scenario I provided
Some comments though
My DPS loadout.
My DPS loadout is for Solo play only and for Solo content, I really don't need or want 60% RI - 50% is enough for all solo content (40% is good for almost all of it) - better to put the extra points elsewhere.Agree with STR/WIS, full Righteous and I do indeed use the Eye of the giants - all the stats are useful and the total points are higher than for other artifacts,
I went for the Harper Bard companion - figuring the Con Artist/Sellsword debuff stacking might be nerfed some day, active non-summoned companions are two archons, siege master and the rust monster - the last one is not ideal for DPS, but I don't like switching companions, so it stays.
As for powers, I use Chains, Divine Glow and Daunting light - and empowered DL for those nice, big hits.
My buffing loadout
Agree with WIS/CHA - and yes, I have mostly Righteous, but with 15 points in Virtuous. For powers, it depends a lot on whether I am the only DC or grouped with an AC. You want minimum overlap. I always keep Divine Glow and Break the Spirit, but the third could be either Forgehammer or Prophesy of Doom
Finally, regarding insignia bonuses - I don't like Gladiator's Guile - went for Wanderer's Fortune, and as I have Tenser's, my mount bonus is +4000 recovery.
Overall though....I would say you are pretty much right.
I personally prefer a different setup but I see it working.
