Siege voucher drops

in Bug Reports (PC)
Same account:
Farm with character "A" ; vouchers drop regularly
Farm with character "B" : voucher NEVER drop
Hoard drops for both

    I know that this can happen, but there is a quest you must complete on *all* characters that enable the voucher drops, and to my knowledge it occurs only after the following conditions are met...

    Condition 1: Character must be in a Guild.
    Condition 2: Character must have completed the quest A Pledge of Support which is given by the Master of Coin on the Guild Stronghold map.
