Rise of Tiamat - Loot failure.

I completed two runs of the Rise of Tiamat, and during the second run I got an low level item drop that does not even meet the Charcter level requirement. I recently found an unidentified level 61 Gauntlet for Guardian Fighter or Outhbound Paladin. Ultimately it identified into a Parrying Gauntlets of Smiting ( Item Level 288). I know that the Queue requires Character Level 70 and total item level total of 6700.
