It's the weekly reward for completing Master Svardborg (similar to how Ostorian Resin is the weekly reward for completing Fangbreaker Island).
Once you get a few you can turn them in to the Ostorian Historian in Bryn Shadar, located in the corner of shelter roof thing behind Tristopher the relic trader.5
