I've had the issue for a long time. Many months, for sure, maybe more than a year?
Also, it has never come and gone. If I play long enough (or perhaps certain types of content?), it will happen every single day. I have several alts and play a variety of zones/situations, so the earlier posting about types of zones/play triggering it could be spot on. I have never had a certainty around what triggers it (it isn't as simple as playing content x will always trigger it), but it does happen daily or almost nearly daily.

I have the same problem. I even upgraded my video card but have the same problem. I have restart the game to fix it. The most noticeable item is my Trans Terror enchant which completely loses the blue sparkly glow.
