Updated Tooltips

Even though several have been "updated" there still are no base values for some rank 1 powers. For example hallowed ground; at rank 1 what is the DR and damage increase? Rank 2, 3, and 4 says +X% but I have no idea what im adding it to. Even the wiki is unclear.

    testing, tooltips in game are often incomplete (specifically when terms like "chance of" are used or their are undocumented ICDs)
