About restoration regents for art. Weapons

So I'm just really getting started good in somi, and fishing for reagents to restore the weapons. I see in trade chat people trading these, so there not bound? So can we buy them? I've looked in weapons smithing in professions tab of the trade house. But was just wondering. Thanks for any info.
