Noobie Question for New MOF CW

I have always been SS wizard and did good with it and i understood the nooks of it mostly to do decent DPS, i tried MOF lately and i am liking it

But I am still testing it and here is my simple question:

I understand Chilling Presence does not work with Smolder

Chilling Presence adds Damage per chill stack

So the question simply for building MOF CW is
----------------------------------------

If I have Chilling Presence Slotted, do i have to use cold powers for me to benefit from chilling presence bonus

or is Chilling Presence damage applied to non Cold Encounters such as Disintegrate, Steal Time and Fanning The Flame?

Since most of my encounters is not Cold , it is crucial to know

I read sharpedge's guide but could not understand that part explaining chilling presence with the encounters
since English is not my 1st language

P.S. I am trying to make MOF DPS with icy veins

and my loadout has only icy terrain for control and it is the only cold encounter on my loadouts when clearing mobs

Chilling Presence simply adds damage buff to everything based on the number of chill stacks you have on the target, and even more when the target is frozen. So yes, you will receive this bonus on your non cold encounters as well.

I do not play MOF, however, I do believe that COI may be an important addition to your lineup. If I am wrong...someone will correct me I am sure...lol

If you have Icy Veins you shouldn't need to slot CoI, however, I still prefer it over Steal Time for MoF.

ty guys and @thefabricant ty for that advice for the loadout really helps i was torn about having CoI or use another encounter in that case fanning the flame on Tab to get elemental reinforcement feat maxed out on damage

once we get loadouts gonna have myself renegade thaum for bosses but i just can not part way of being thaum and having that DPS
