NPC dialog and options boxes not appearing

Why is it taking at times several minutes for NPC dialog and quest-option boxes to appear? That nice Mr. Ostaram is yammering silently and waving his arms at me even as we speak, but the box in which I might choose "Mercantile Missions" to help him out is not appearing...
