Is Hawkeye bugged?

Some SW told me the other day Hawkeye was reducing his dps bc apparently I was out dps'ing him. I was 3k he was 3.1k and he said he could outdps 4k gwf's in FBI. However, hawkeye with lucky blades does increase my encounter powers by 30% so not sure who is correct. Anyone know anything about this?

    hunter ranger has many options to increase ally-party damage and it counts to his paingiver. Count on his paingiver doesnt mean that decrease your damage. Some of his attacks need ally to hit to trigger extra damage.
