Can't tell you for PvP. @kalina311 (I think? I don't know many names in the PvP scene) might be able to handle your PvP question a little bit better.
As for PvE, I would say Barkshield.
A Negation in PvE works best if you're getting hit a lot. But in PvE, if you're planning on getting hit multiple times in succession, then why are you even playing CW?
Barkshield asorbs damage by a fixed amount, which should help in the few times a mob hits you, or when you need to deal with the occasional gimmick.

I always get hit multiple times in pve built to be tanky so i can be lazy on pve lol ya solberg already messaged me in game : D

Negation works for PvP because of all the DoTs from most classes... For PvE, you shouldn't really get hit all that often... For the amount Barkshield guards you, you would generally instantly heal up, so I'd recommend Soulforged for those oops moments. Since these days you're either at full health or dead.
