Something Seems Wrong With Chilling Presence "CW"

When I slot Storm Spell and Chilling Presence along with the Chilling Advantage Feat for Renegade it seems to stop me from getting Critical Hits for about 10-15 seconds into fighting, note that I have 55% Crit Chance and along with Chaos Fury it should be WAY too likely to get a critical hit, yet for 10-15 seconds into a fight all I see is yellow "normal hits" no matter how many times I jump in and monitor the fight and then suddenly it starts to crit EVERYTIME after about 15 seconds for 5 seconds, it's almost as if I have Eye Of The Storm slotted
