Shard of Valindra's Crown - 'while casting' query

in General Discussion (PC)
On the item info it says 'While casting, you are immune to damage and can not be controlled.' Does this mean while casting the artifact power, or does it apply to all encounter/daily casting?

    Youre imune during the artifact animation,
    pretty good avoid massive atacks or give you a few seconds before a new heal or potion
    plus the animation is really nice...

    Hmm, how long is the casting time, and can you move while casting, what I mean is, would it be a useful exchange for an oghma..?
    No idea what my toon is now.

    Its about 2 seconds, and no, you can't move.
