mount insignia bonuse , action point gain not working .

my insgnia bonuse gives me +500 action point gain
with contributes to action point gain + 5.5 % .in the
acion point gain section of my stats
In the offensive and healing section of my stats the action point gain is
other attributes + 18.6 % ( recovery )
Buffs + 6. 1 %
= 24.7 % action p gain
The problem is where is the +5.5 % in this calculation, it can`t be the buffs ( + 6. 1 % ) because if i take all the insignia off , there is no change ,to the over all amount
it`s still + 24.7 %
