Just quickly asking if anyone knows how this works? It doesn't seem to affect voninblod consumption for campaign or runic keys or store purchases. Is it only for restoring tiers on armor? What about halving relic weapon restoration? All info or help is appreciated, thank you in advance.

I don't have one but my understanding is it only affects how quickly your relic armor burns through voninblod before needing a recharge. It is not meant to reduce the costs of restoring or campaign tasks

Yes, this is the correct answer. It slows how fast your voninblod charge is depeleted in your armor and allows for fewer or at least a lower amount needed for recharges. There was a similar ability for Black Ice gear. I don't recall for sure if it was ever on Xbox, it was handy on PC for awhile as BI sets were very good for many players. BIS for PvP I think.
