Chill of winter. It is stated that damage is 10000/12000/14000 according to ranks of the boon.
But I've noticed that base damage is 9000 (I currently have 2 ranks)

Frozen Power Transfer. Not sure about it. The description says that it stacks upto three times. But it does not stack, it just refreshes... in the worst way - 3 stack buff is replaced by 1 or 2 stacks buff if you hit single or two mobs accordingly with the third strike.
