Earthen set bonus broken

I think ever since Sea of Moving Ice came out on Xbox the set bonus on the Earthen artifact set stopped working right. The bonus icon showing it activating will reset over and over again, whether it has reached full stacks or not. My character will be completely still and doing nothing and the bonus will either appear once and then reset or it may start stacking after awhile and then go away completely. It will then start the sequence all over again.

I saw someone of the PC Bugs area reported the same situation months earlier.
