Author's Note:

Initially I was not going to publish this, since I am unable to complete it (I cannot test FBI and I don't have the patience to test the vast number of mobs in SP.) Also, the information is fairly useless and I didn't really want to publish it. However, the constant repetition of, "how much DR should I stack" as well as erroneous statements about monster RI irritated me to the point where I am posting this.

@michela123 reminded me that AoE and DoT resist exists. I also referred to her list of monster DR to ensure I had checked every monster. She also pointed out monster RI goes beyond 15% and that there is an AoE component to the Blademasters' attacks in eToS.
@rjc9000 helped me in CN when my game crashed at the 2nd boss and I didn't want to resolo it. He also helped me to check the Shrieking Cultist.
@tom#6998 helped me check the consumption mechanic of the priestess in eToS, as well as 1 of the Assassin's abilities and the Broodswarm's Abilities

Information:

Here is a link to a list of the different abilities monsters have, as well as some of their features.

1) Monster RI is not capped at 100% effectiveness, unlike player RI.

2) Barring a few exceptions, most monsters in dungeons have 15% Resistance Ignored.

3) There is some slight variance in effectiveness if you have any DR, AoE resist or DoT resist. I suspect it is due to rounding as there is no deviation when you lack these stats.

4) DoT effects cannot be dodged.

5) Most monster debuffs are multiplicative with base effectiveness. For example, if you are debuffed with Evil Eye Lowered Resistance and you have 95% DR, the expected effectiveness is: (1+0.15-0.95)*(1+2.25)=0.65, which is 65% effectiveness. Example:



6) All attacks marked as AoE are mitigated by AoE resist, all attacks marked by DoT are mitigated by DoT resist.

7) The attacks, "melee attack," and,"ranged attack," are generic names, the attacks can be an AoE, a DoT or neither. 1 monster can have multiple attacks with these names. I am not going to sub categorize these attacks for each monster.

8) A red circle on the ground does not indicate that an attack is an AoE, merely that you should get out of the way.

9) The companion's resistance to AoE attacks counts different attacks as AoE to those of the player's AoE resist stat. For example, the attack by the Stormcallers in eGWD called, "Searing Lightning," is not mitigated by the AoE resistance stat but is mitigated by the pet AoE resist. No, I am not going to make a list of things the pet AoE resist counts as an AoE.

10) The property field lists additional notes about abilities, for example, if the ability has a debuff.

11) Very often, a summoned minion's damage is counted in ACT towards the summoner. In these cases, I have listed the attacker as the summoner and the minion as a property of the attack.

Finally, although most monsters have 15% RI, I do NOT recommend stacking to 95% DR on a tank. This is because there are SO many buffs available to classes that can increase your DR, that I would even consider stacking to 80% overkill.

    Finally, although most monsters have 15% RI, I do NOT recommend stacking to 95% DR on a tank. This is because there are SO many buffs available to classes that can increase your DR, that I would even consider stacking to 80% overkill.

    @rjc9000 I still stand by my original argument, besides, don't you have a local buttonmasher who can group with you on dc? :P

    These are the empirical min and max base damage values I’ve taken in eToS. When I say "base" I mean they don’t include enemy’s resistance ignored, critical hits and combat advantage; they also suppose the player has no mitigation at all.
    The range column indicates the difference between the average value and the min/max. Insidious Offer has -+60% range. Drider’s Slashing Darkness and Lord Jevahn Jhalvar’s Melee Attack have fixed values. For the rest of the attacks, If I have a lot of data the range is close to 4% (I’ve spent some time testing Venom Spit, but I have little data on Syndryth’s Lolth’s Wrath and Template).

    Note: if the blue Spider manages to heal Syndryth, he will buff her base damage by 50% for 10 seconds.

    I’ve also tested their combat advantage bonus and critical severity:
    - combat advantage is 15%
    - critical severity is 25%
    - they are additive with each other
