Unable to authenticate: Connection to the account server timed out

in Peer to Peer Tech Forum
The servers are down for maintenance. but when i am trying to log in says (Unable to authenticate: Connection to the account server timed out) .. is that normal? and i am telling that .. cause even with the servers down for maintenance i could login without any message like (Unable to authenticate: Connection to the account server timed out) so is that normal ?
