GENERAL MECHANIC
Damage debuffs reduce enemy’s base damage (the value written in brackets in the Log Tab).
This is how they work (also tested by
@chemodan007, we came to the same conclusion):
Final damage = Initial damage * (1-Debuff1) * (1-Debuff2) * (1-Debuff3)…
Example:
Enemy’s Initial damage: 100
Debuff1: Break the Spirit (40%)
Debuff2: Pillar of Power (10%)
Final damage = 100 * (1-0,4) * (1-0,1) = 54

Some debuffs have additive stacks. For example Bane is a 10% debuff that stacks up to three time for a total 30%. Others are multiplicative and become less effective the more stacks they have. For example three stacks of Rust Monster (5%) are a 14,26% debuff, not 15%.
Courage Breaker has a particular formula. Its debuff is equal to 100-100/(1+0,3*SkillRank).
For example, if you have only one point in the skill, the debuff is 100-100/(1+0,3)=23,08%. If you have four points, the value is 100-100/(1+0,3*4)=54,55%.
Disheartening Strike is a 20% debuff that affects only the TR, but when feated with Distracting Knife it becomes 15% debuff for the TR + 5% for everyone. Since the two debuffs are multiplicative, the total damage reduction for the TR becomes 19,25%.
Debuffs that reduce Combat Advantage damage by 25% work only if the enemy has CA on you and reduce only 25% of the CA component. For example if a mob deals 15% more damage to you when it has CA, the debuff will reduce 25% of that 15% and the actual damage decrease will be around 3,26%.
Armored Griffon debuff has a formula similar to Courage Breaker, but it is also mitigated by the mob's Damage Resistance. I gathered some data and
@chemodan007 found the exact formula:
Final damage = initial damage / (1+0.3*(1-DR)) vs non 73 lvl mobs
Final damage = initial damage / (1+0.3*(1-DR)*0.75) vs 73 lvl mobs
As far as I know, Dwarven Battlerager caps at 8 stacks, even if the debuff icon sometimes shows more stacks.
BUGS AND MISLEADING TOOLTIPS
- The first rank of Break the Spirit grants 10% debuff instead of 20%. The total mitigation is 40% instead of 50%.
- Wicked Strike should stack up to three times, but it stacks four times.
- Indomitable Strength (GWF) does not debuff enemy’s damage. The homonymous GF skill works.
- Grim Promise tooltip (both GWF and GF) says “to you”, but it works for your allies too.
- Daunting Challenge tooltip says “still deal full damage to you”, but the debuff works both for you and your allies.
- Surging Tide tooltip says “to you”, but it works for your allies too.
- Careful Attack has the same damage debuff as Hunter’s Teamwork, but its tooltip doesn’t mention it.
- Wraith’s Shadow tooltip doesn’t mention that the debuff increases if you reactivate the skill.
- Darkness tooltip says “to you”, but it works for your allies too.
- Pure and Transcendent Feytouched tooltips mention a 18% debuff, but the enchantment has actually two debuffs, both with a 15% value, that stack together: one (pink icon) is applied to the mobs hit with your encounter power, the other (black and white icon) is a three targets AoE.
- Armored Griffon debuff is reduced by enemy’s Damage Resistance and this makes it way weaker than the tooltip suggests.
- Infernal Wrath does not reduce power or damage in PvP.
HOW I TESTED IT
You can easily test damage debuffs in PvP: just go to Icewind Dale with a friend and use the fixed-damage weapons available on Preview server. To test in PvE I looked for mobs with fixed-damage attacks. On ACT, you can see the exact value of their attacks if you right-click on a line and choose "Select this action in View Logs".
In this example, the enemy dealt exactly 128,164 Base Damage.
These are the mobs with fixed-damage attacks I found by now:
Enemy: Sewer Guard
Map: Blacklake District
Attack: Poison
Enemy: Redolent Surgeon
Location: Pirate’s King Retreat
Attack: Stench of Death
Enemy: Darter
Location: Pirates’ Skyhold, Drowned Shore
Attack: Ranged Attack (after the initial hit)
Enemy: Evoker
Location: Dread Ring, Well of Dragons etc.
Attack: Ice Storm (five hits, each one with a different value)

xD, Good work, your debuffs spread sheet has already made it's way into some fixes i know that sooner or latter this one will too.
1 question, why did you try legendary companions? Is there any diference in this situation when compared to epic?

@dread4moor RoE, when used on Mastery, has two stacks additive with themselves (17,5+17,5), but it is multiplicative with other debuffs. As far as I know, all damage debuffs are multiplicative with other debuffs, but some of them are additive with themselves. I have not tried all the combinations, but until now I've always found multiplicative results.
Sadly there a dozens of icon stack/WAI mismatches. GF Protector Iron Guard, for example, falsely shows stacks. Most of these have been reported many many times with no response.
Wish they would fix these before continually adding more content.

Also, I find it hilarious that Sactuary is kinda ehh for protecting your teammates, as it only gives lol 20% DR as a Protection Pally.
It makes me think about how powerful Tankadin Absolution is by comparison (apply and forget, 50% DR, can be refreshed if desired).
