As said, you must complete the Sea Life collection. Simply put, you must get ranks I through V in each fishing circle/zone and the special rank I in general waters.(Sea Diva) For the first part, don't forget to fish the inland pond at the Runestead. General waters means anywhere that isn't one of the circles or that pond. You will probably catch a number of Frozenfar Quippers before catching a Diva.
Don't worry so much about this title when first starting out in SoMI. As you progress and hunt for treasures, a lot of the fish will be found in chests. Might as well let that count for something. Secondly, when you fish for the daily quest for bottles or for Elk Tribe support, try to ID the zone you are in - grab the first fish and look on collections to find what zone, or use an online map to find where you are. Then don't leave until you have at least 1 of each type on collections - use the Show by Location box for this. Works easiest once you upgrade the rod to purple of course.
Once you have filled a lot of the collection with the above methods and you have your epic rod, finish up by using the collections page (locations again) to determine what zones are lacking. Use an online map to find several of those zones which are near each other and travel to them. You want several since they may well not all be active in your instance. Fish out the ones that are and the start switching instances for the rest. It may take some time to get them - and to land the rank V, but eventually you will get the title.

There is also the Boating Safety achievement (5 hours in a boat) mentioned above and a Trophy Fisherman one for landing 50 rank Vs. Not sure if either came with a title though.
