What is a Friend Rune from Svardborg?

I got one in a chest, and it notes that "Jarl uses them to control his monstrosities" but gives no options other than to discard. Do I hold onto it in case I get other runes that go together with it?

    It's a token to get the BoE Frozen Polar Bear mount. Hand it in near the campire within the SVA instance.

    And by that he means talk to the frozen polar bear near the campfire in Sva.
