AS far as I remember Demonmonger is WK and doesn´t use SE or piercing ? Since I did not run PVP for long how much RI do you go for atm, sure sometimes it is benefitial to sitch between arp and power boon depending on the class you face. Looking at a GF f.e. , these guys run like 10k arp, high power, maybe since they combine burst and cc/combat advantage, but they care a HAMSTER about RI. GWF´'s differ, some go for 22k arp+,some run with 9k and high power ->icy To kill high armored classes i guess it is essential to have high arp. Classes like faithfull AC/DC and OP are not to beat at not 1. target at high end gear I guess, but vs other classes like CW, Warlock, Hunter, TR, even conq GF's and GWF it is benefitial, right? Is arp from big importance any more, talking about two high geared PVP player facing each other. What is the way to go for in times of 70%+arpresist ?

Basically Arp is quite situational and can provide greater dmg boost sometimes than power but provides no dmg boost if dmg effectiveness >100% or <20%.

But guess you are right. Let's that GWF got 30% DR+30% Negation+15% countless scars he is at 75% DR having 70% arpresist. Having 130% RI myself i would stick with 130%*0.3= 39% effective Arp. So i get him from 75%-39% to 36% ? No , i forgot that unmitigatable DR from tenacity right?
Armor pen is trash because of the pvp meta, and this is universal across all platforms.
TRs demand you have high HP in PvP to survive SE
So by building for high HP you let defense fall off, this combined with tenacity's effect (armor pen resistance) makes building armor pen futile. For every class.

At least I did not see much player running with 20k+arp , Saber-GWF did back in last mods , but no clue if that´s a reliable build atm. If a stat becomes obsolete due to gear/tenacity they should readjust arp/arpresist statcurves, wich would take a dev maybe one day of work, or less. But they don´t, they are just putting more tenacity on their equip. What this game really needs is a PVP orientated dev, who cares about ... more or less devs who do play and care about their product are needed at all
