Quest chain termination?

The Plague Tower quest now works - after the latest patch the 21/25 issue is gone and you can complete the quest. However, after you turn that quest in, you do not get any new quests - the quest chain terminates - this is pretty much a showstopper for me.

Lord neverember has a quest after you finish the 3 "confront wizards" tasks and related quests, but you need hundreds of Evidence of Evil for that. I am unable to get more than a couple, I tend to get 1 from clearing rituals on occasion. I'd expect there to be some daily that gives 10 or 15, or a campaign store selling them for riches or something, but I can find no such thing.

There is a campaign store in the quest giver area in Lake District. Quartermaster Kendrix or something like that, but he only sells the weapons, and dungeon / sewer / crypt maps, at least until you've "completed task in the Cloaked Ascendancy campaign".
I have no idea what is opened up for sale when that is done, but I assume the tasks mentioned, are the ones at the bottom of the campaign window. Multiple of them, requiring hundreds of evidences.

IDK about everytime with the minor heroics. ive done 30 or so and only have 18 EOE. (well 3 now that i did one of the parts of the campaign) But ya this not being able to progress is kinda annoying

I visited Neverember on the Enclave, nothing. Returned to the river district, nothing on any npc. Where do i get these repeatable quests?

Ask Neverember about replaying the Cloaked Ascendency quests. Chapters 2 3 and 4 can be done over, and give 5 EoE each, though it's not listed in their rewards. After turning in one of these, there's a 15 minute cooldown on doing it again, so you can usually do about 3 reps per hour, for 45 EoE. You'll need to do about 3h of these to finish an Investigate task (requires 120 EoE)

Once you finish an Investigate task in the campaign, you get the daily for the campaign, which grants 30 EoE and 4 Secrets of the Many-Starred per day. Once you finish a Confront task, you also unlock the weekly task, which gives 20 EoE and 28 Secrets of the Many-Starred. You can also continue to grind the Cloaked Ascendency chapters for more EoE. I've currently finished a single Investigate task, and one Confront task, and just doing dailies, it'll take another 8 days to get to the Spellplague task.
