Bug - Devoted Cleric Prophecy of Doom failing to recharge correctly

The Prophecy of Doom at Mod 11 states that "Target has lowered Damage Resistance for 8 seconds, and if target is alive after this time, they take a large amount of Damage. If the target is killed during this time, you gain a large amount of Action Points, and this power instantly recharges."
1) Log in to a level 60+ Devoted Cleric Divine Oracle
2) Equip the Prophecy of Doom encounter power (Mine is currently at Rank 3)
3) Go to any area where there are monsters
4) Target a monster with the Prophecy of Doom
5) Kill the targeted monster before 8 seconds has elapsed
Observed Result:
Once the target has been killed within the 8 seconds the cool-down for this power still continues.
Expected Result:
Once the target has been killed within 8 seconds this encounter power should be fully cooled down and available again.
