ITC restored

Cheer guys, looking at the new patch notes I noticed impossible to catch will be restored to its older mechanics (it wont interfere the at will combos)

    But it still has activation delay.
    Because itc will bug and go on cool down if it is activated and you are hit before the skill actually procs, the chances of the skill bugging have gone up tremendously.

    The activation speed needs to be returned to what it was... instant.

    delay is around one second....but in a full second a lot can happen...especially in pvp

    Pretty sure it's been bugged like that forever, just that it is worse now?

    Can someone explain what they tried to say in regard to ITC in the last patch notes?

    Effects that are triggered by use of encounter powers should (hopefully) recognize ITC as an encounter power when you activate it. Insignia bonuses, feats... not sure about Relic Weapon bounus as I haven't restored mine yet. There may be specific examples in the preview thread.
