What is tellingis that now i can activate itc when a counter power is active? Cause in ps4 i pretty sure i can activate itc what ever i want

No, It means that Impossible to catch will now trigger events/feats/skills that activate on encounter power usage. I guess it hasn't been doing it correctly, I don't play TR's.

If it helps, Impossible to Catch is getting "unnerfed" to work as before in today's PC patch (Patch on 1/12/2017, American style date system).

From what i saw over in the pc forum when it happens now, stuff finally proc'n off that encounter, its resetting ur stacks of whatever back to 1. Which from their posts seem pissed, I cant get that dodge down for nothing so my lvl 70 is a mule, lol
