[PC] Need Buff/Debuff build suggestion

I'm looking for a decent Buff/Debuff build for a cleric I plan on making. If it's only one or the other, that's fine. I would like it to have decent enough DPS capability to get me through solo content, but if that isn't an option, I can live without it. The only real limiting factor for this is that since it isn't going to be my main, it probably won't have a high item level for a long time, so don't suggest builds that require a high item level.

jareks guide is considered to be BIS atm. It's righteous does decent dps. Does AA/power buffing that's so popular atm. No dc builds require high ilvl really, the class is far more feat/power dependent than stats.

I switched to Jarek's guide when I was at about 2.3K and had about 13K power... and it's been working nicely since then... it does get greatly better with gear of course... but works even earlier. As @putzboy78 said, it's more feat/power dependent.

I used a build very similar to this for a long while which is a more Divine Oracle DPS build but recently respecced to increase buffs by switching to AC and removing points from:

[Righteous Feats] Astral Fury / Righteous Suffering / Bear your Sins

and placed them in:
[Virtuous Feats] Lasting Wishes / Battle Fervor / Gift of Haste

The result was a 20% drop in DPS but a 10% increase in healing, an extra 15% powersharing and provide extra AP gain (mainly to tanks and melee DPS who are hugging bosses - and myself so I charge AA up even faster).

The point was that DO is better for soloing, especially levelling until you reach a decent item level, you then switch to full AC buff once you have no issue with solo dailies.
