Starlight Bags

Okay now Im not sure if this is the correct place to put this but I'm very curious about the Starlight bags and hence I want to ask this question. Is there a minimum level you need to be for these to drop? From what I know you need to be at least level 15 to claim the free starlight parcel a day and I've been getting that no problem but the Starlight Bags have been proving to be a problem on more than on occasion my friends have used over 100 Gifts of Simril and I didnt receive 1 bag where my friends got loads and it's bugging the living daylights out of me now. The character in question is a Level 18 Scoruge Warlock I created during the event so I could take advantage of the possibility of more loot yet with no bag dropping this has been proving to be a problem thing is I have been getting the star that I could get more Gifts of Simril with as well which has had me puzzled, this also happened with my low level Control Wizard on a different period which is why im beginning to think its a level problem.

So do you need to be a minimum level for Starlight Bags to drop or no and if not has other people with lower level characters had this same problem during this event?
