I noticed that the antiquities scholar is back next to the rewards agent, I was curious why she is here. Last time she was here was because there was a change made to the lostmauth set which makes me curious weather or not there changing something else. Also I am considering changing over to the Black ice set I was wondering if this would be a wise decision as a 3.6k GWF with Lia Knowles build. Please help! ☺

Orcus is BiS for a PvE GWF (not sure about PvP), but given the expensive price, it only will remains in the hands of the BiSers.
Don't change your Lostmauth set unless you have several million AD to drop on an Orcus set.
Now I also have a general question about sets and classes, what is the best set for each class?
Prior to nerf and when black ice was super expensive and supposedly going to be better, I bought and put the lostmouth neck and belt on all my toons. I stepped away from game for awhile after having first kid and just now trying to get back in. I have a toon of each class, so knowing what set is best I can swap for it on each or analyze if just buying it is better.
Black Ice is bad simply because the set bonus rarely activates.
Losty set is much easier to activate, and thus, is more consistent and worthwhile at the end of the day.
I am no expert in terms of all the classes, but I would say the answer depends from class to class.
For example, a Destro GWF, Exe TR, or DPS GF would want to chase the Orcus set for its good set bonus and decent stats.
A Righteous DC could go for a set bonus, or go for stuff with good stats. For example, many DCs will walk around with the Imperial Dragon Cloak + Belt for the good stats, but skip the Imperial Artifact because the artifact has poor stats and the Imperial set bonus sucks. Others will use a Tiamat set, for its decent stats and decent set bonus.
It's up to you to weigh in the set bonus versus good stats on each of your characters.
Sounds like I just keep the Losty set on my TR and GWF who are my mains (was my OP until nerfs and don't know a useful build for him now). I don't believe orcus is option to trade them in for and don't have funds to buy ATM. But sounds like Losty is next inline behind orcus still.
The next in line that I'm trying to get powered up is my HR, I'm guessing given the trend you said with DPSs above that again Losty is best route here aswell.
Any additional thoughts SW, CW, etc would be appreciated whether to just keep Losty or trade for other set.

About CW and HR:
Like the fighters, the SET bonus is merely okay, but the stats are good. A certain awkward HR I talk to notes that it's barely 2-3% of his total DPS, but he picked up the Losty set because of its good stats. He decided to finish out the set, because he might as well tack on a little bit of extra damage.
For CWs, Losty SET is poor for CWs. It barely makes up more than 2% of my CW's DPS, last I tried it. While the cloak is fine and dandy, but the belt is not as good, as the ability scores are poor for a CW. The passive INT on the INT belt/Valindra belt tend to be better for a CW's DPS.
