Does Lifesteal class as "Incoming" Healing?

The title pretty much sums it up.
I've learned that Lifesteal does proc Rousing Warmth (Icewind tier 5 boon) but I can't find whether it counts as Incoming healing.
Does healing have to come from an external source or third party to class as "incoming"?

At first glance you'd think, "well, yeah... of course it's incoming..." but I've learned that thinking that way in this game isn't always a good idea.

    Lifesteal benefits from incoming healing as well as lifesteal severity.
