Auction house slots bugged?

Aren't characters supposed to have 40 auctioneer slots? I just noticed my characters have less and each one has a different amount of slots.
My GWF has 34 slots, my DC has 36 and my SW has 30. I still have two other characters that I never play on and they have 39 available slots.

I googled it and found a one year old forum thread where other players have the same problem.

    I believe it has something to do with having things in your mailbox. I think if you try to use your mailbox as a bank it decrease the amount of trade house slots you have.
