Do Encounters like Bane and Vow of Emnity proc Fey weapon enchants?

Does anyone know if Bane and/or Vow proc the Fey weapon enchant, or does it require a damage encounter power to proc the damage reduction?

I tested Feytouched some time ago when looking for the best weapon enchant for Healadin. Only Smite, Templar's Wrath, Divine Touch and Relentless Avenger proc the Feytouched. That's why I stick with Plague Fire that procs from both at-wills and encounters.

Since trans plague does a power debuff on players, do it do a damage debuff on mobs similar to the damage debuff like trans feytouched?
