heroic encounters not working

there is 4 missioins to do heroic encounters totalling 400 encounters but they dont start so y have them if i am dumb enough to try this solo then you should be dumb enough to allow it or remove theese missions and stop waisting our time and money as i was also dumb enough to buy wands to ensure drop rate

I'm assuming you are talking about the Elemental HEs...but I'm not sure what your issues are.

I'm going to guess that you would like to start the encounter instead of instance hopping to an already started one.

the instances are showing in the map but no enemies show up to kill the merchants

Known bug, tied to merchants leaving the area. You could try to fix it, but there are also some pretty good suggestions throughout that thread.
