GF Iron Guard not stacking

Protector Capstone
"Iron Guard: With every melee hit on an enemy, you reduce its damage by 5%. Maximum 20% damage reduction."
Not stacking.

This is a repost from 2015. We heard Iron Guard was fixed. Just realized it is still not stacking.
The screen icons shows the stacks but damage reduction does not appear to increase after the first stack.
This is the CAPSTONE: The single most important feat of the entire paragon.
Protector is already the runt of the tanking litter.
Iron Guard must WAI for Protector GF to be a viable option.
TLDR
Please make Iron Guard stack as promised in the tool tip.
