DC Feat "Bear your Sins" Broken since Frost Enchantment fix

Pretty much a copy and past from what I posted in another thread:
The problem you're having with your DC is that when they fixed Frost, whatever they did, they broke the "Bear your Sins" feat almost completely. It now debuffs 10% DR for 1-2 seconds to OTHER powers on first application of a dot, not the full duration (the dot itself usually still ticks with the 10%). Further, it breaks completely on a second application of a dot, and will not "start again" until the dot duration fully expires.
Combine this with the fact that most debuff DCs run "Fire of the Gods" to keep a dot on the mob, Bear your Sins now has 1-2 seconds of debuffing, then does absolutely nothing, as Fire of the Gods is constantly being re-applied.
Only first hit of Lance after BtS is debuffed.
Using Fire of the Gods the original crit is debuffed, then only the dot itself, then on a second crit and application the debuff fails completely.

Max Hit after 5 minutes of spamming Lance without Bear Your Sins or Fire of the Gods:
Test1: 11,234
Test2: 11,153
With Adding just Bear Your Sins 5/5 and Fire of the Gods 1/5 with Bare Your Sins debuff always up:
Test1: 11.311
Test2: 11,057
Clearly not a 10% debuff or Armor Pen Increase. Tests were done with a base 7.1% resist ignore.
TO BE CLEAR: This feat is not simply bugged to give an armor pen increase instead of DR debuff, it literally does nothing at all.
