[pc] stops patching around 3k MB

amd fx-6300 (six core)
8 gig ram
it almost always stops at 31% not always at the same amount of MB patched
this time it reads:
patched 2888.0MB /9305MB
received 1718.1 MB- 31%
that time was after i turned my firewall completely off.
also after the first 3 times i installed the program, there was nothing showing up in add remove programs. i would try to cancel and x out of program so i could shut it down and start over, but arc would tell me that it can't shutdown because neverwinter was still running.
does this have to do with this garbage operating system AGAIN
