So I was thinking just now, what if armor penetration had a higher stat requirement per percentage yielded than it does now (say 400 per percent like other stats); how much would the game change and detrivialize damage resistance on the baddies?
Well everyone would need to invest 4 times as many points in it, taking points out of other stats. I can't see an advantage to anyone or anything with that.

Content being trivialized is the whole point. You want to grind away until you get your character to such a point the toughest content becomes trivial. How long it takes, and what activities get you there determines the amount of enjoyment for each individual.
Soon enough, and hopefully, they release new content which is challenging for BiS players, and the cycle continues.
Also, there are many who have not achieved high enough stats (for many reasons) and for whom the content is by no means trivial... so changing Armor Pen won't be a good thing for them. They need all the help they can get.
I suspect the issue is more caused by buff layering and the change from diminishing returns. Now players can achieve several hundred thousand points in power with the right buffs, then add 190% crit severity with 100% uptime. When you add all the debuffs you get some insane damage output but it does require a high level group with the right mixes.
Soft-capping the power to damage ratio is probably the best place to balance content v player.

I haven't played a high crit character for some time, but I don't see how 190 severity with 100% uptime is possible. I recall having 130 or 140, including using pots...

That will get you incredible crit, but not crit sev??? And I'm not sure what good going over 100 % critical strike would do.... I always thought 100% critical strike was the top you should bother, just as 60% RI is the furthest you should go for that stat. Would love to know if wrong, though.
Sudden rings, just to be cheeky, are not 100 per cent uptime. I'll give a pass on the bondings, now that they're broken, er nerfed, uh, you know.
