Question about Magistrate's Patience/Restraint insignia bonus

Is that bonus worth getting for DevOP (crit build)? Does the DoT and HoT stack and is the DoT percentage of buffed power or not (I read it's unbuffed power first, but later that it's the actual power)? I'm planning to get a mount with that bonus mainly because of another source of healing which would work pretty nice for me since I stack HP and more damage even though not much is good addition, but I'd like to be sure.
