"Bug" gift of faith or what?

This capstone feat has either awful timing or it is bugged, but it won't always proc when someone's HP drops below 45%. I believe it would only "proc" if someone HP would drop below 45% or around that percent. In pve, if an enemy takes more than 80% of someone HP, the gift of faith won't proc. resulting in a really bad healer path for pve environment.
