Sea of Moving Ice Fishing Zones?

I may be missing something here, but it seems as though to find the IV tier fish that may be gutted for materials, we would need to fish in glowing circles with certain characteristics or are in certain "zones" that pop up periodically (such as Thermal Vent, Western Current, etc.).

My questions are these:

1.) How do I find these "zones" on the map? I can't find them anywhere.

2.) How often do these special fishing circles appear? Are they on a set timer or are they randomly generated?

Okay, so how do I go about gutting fish for naphta, runchanged ink, and diluted vitriol? and how do we use permafrost shell?

For Q1, right click the fish and open.
For Q2, I don't use them yet but I believe it is a mat for some kind of refine or profession.
