Can't unlock Deeds achievement for Xbox one ?

Being the achievement hunter that I am , I was trying to complete the Deeds achievement and have come to realize that if you didn't do the quests before level 70 they must be bugged... I followed the quest line and it led me to Florin Icehammer and I retrieved the hammer from the Mythril mines and that is the last Quest available for the area... I have tried this on two different characters and neither one of them were able to go any further... the icy Guardian Quest that takes you to The Rime Hound Den in particular is the one that I cannot get... I completed the Frozen Heart and the Goblin Warrens but the Icy Guardian quest is nowhere to be found 
anyone else having problems with this or even care ? I even got in a group with lvl 54s who had the quest but i could not complete it because i couldnt claim the reward... Also , the people in that area are telling me that in fact Florin Icehammer is not where THEY are getting the quest from. They are getting it from Erren Rockstrider.. So confused
