you can solo all the way to level 70 if you so whish. But it's always easier, quicker and, in my opinion, much more fun to do all your leveling with a group of friends. There's also the Guild option, which has it's own advantages.

The game is actually designed to allow you to solo all the way to level 70, plus all the endgame campaigns too. The only content you're forced to team up on are the queued instances (PvP, Dungeons, Trials, Skirmishes).

If you plan to go solo, get a Companion... a Purple Tank Companion will not Die at Bosses and will let u solo everything if u desire so.
If you desire to kill things a little bit more quickly, get an augment companion and load with your best Stuff.
