Stronghold Broken?

in Bug Reports (PlayStation®4)
With much investment going into Our Stronghold we have achieved our first 2 Goals, and now want to focus on our 3rd. When any Officer of our guild tries to Select a NEW Target for upgrading, or to simply just build it, it will not allow us to target Guild Hall lvl 2.

Our current Structures are

Lumberyard lvl 1
Farm lvl 1
Guild Hall lvl 1

Current set target is Marketplace lvl 1.

My Question overall is this...

As we are a new guild. Is this the path to upgrading the Guild Hall or is this target Bugged?

    As far as targeting a new structure to build I've run into this bug before where it just wouldn't switch over but everytime for my guild thus far after I've hit the button to set the new target and walked away it does eventually swap over like an extreme version of lag.
