Soul Scorch DOT - bug?

Hello, I just returned after 9 months and noticed huge dps drop, after several testing I realized that spell sour scorch sometimes not deals DOT dmg. It looks like neither Warlock bargain, Tyrannical Curse, Lesser curse is procing the curse effect under spell. I find it kinda weird that I have to do SS + tab + SS + tab on enemy cursed by Tyrannical and bargain - it kinda lose the reason of those two spells acting as "curse" - is this bug or some weird rework ? Since I play from EU and on 200 ping it is really huge dps drop if I need to do 1sec TAB for every SS
