Could a DC with an Owlbear Cub please log on to the current build of preview (NW.70.20161025B.6) and see if their Chains of Blazing light procs Owlbear?
I have a bug report in, as it does not proc for me under any situation, but at least one DC posted saying it is still procing for him/her as of the previous build.
