DC: Chains of Blazing Light and Owlbear Cub

Whatever was done to fix the multi-proc issue with owlbear cub has re-broken the cub procing off of Chains of Blazing Light.

UPDATE: this seems to be an issue with weapon enchants that proc damage. Taking the enchant off will let the cub proc again.

On preview mine seems to work with chains, I tried it a bit on dummies and on stronghold mobs. Maybe there is a specific issue that occurs under certain circumstances.

As of preview build NW.70.20161025B.6 chains is still not procing owlbear for me.

Combat log of Chains and Diving Glow. Glow procs as expected, Chains does not:

I tried with two different owlbear cubs and with 1/2/3/4 points on the skill, but it always proc to me, for some reason.

The only suggestion I can give is to test it naked (well, with some power of course ) to see if something in your gear or some feats you have are preventing it to proc.

I think I figured (at least part of) the bug out. It's the Feytouched enchantment ... again.

If I have my Transcendent Feytouched enchantment slotted, the Owlbear Cub does NOT proc off Chains of Blazing Light. If I take the enchantment out of the weapon, it does proc.

Yet another bug to add to the loooooong list of Feytouched/cleric power bugs it appears.

I tested it on live, and it seems to be broken on any enchant that procs damage. Holy Avenger, for instance, procs minor damage, and breaks the Cub from proccing too.

As was mentioned here (http://forum.arcgames.com/neverwinter/discussion/comment/12905018/#Comment_12905018) by terremak, there are no plans to fix this bug. So if you rely on Chains proccing Owlbear, I can confirm that it does indeed proc with a Vorpal enchant.
